Speaker
Served as European Commissioner for Energy in the first von der Leyen Commission (December 2019–2024). In this capacity, she oversaw EU energy policy, advancing energy efficiency, the deployment of renewable energy, and the interconnection and integration of Europe’s energy markets across electricity, heating, transport and industry, while supporting delivery of the European Green Deal in the energy sector. Her portfolio included key initiatives such as the Fit for 55 legislative package. Under her leadership, the EU’s solar sector grew significantly, and in 2024 she received the European Solar Champion Award in recognition of her contribution to accelerating solar energy in Europe.
She is currently a Distinguished Visiting Fellow at the Center on Global Energy Policy at Columbia University.
She completed her secondary education in Tartu, southern Estonia (1995), and went on to study History at the University of Tartu (2000). In 2003, she completed a Master’s degree in Political Science at University College London and worked as a research assistant to the NATO Parliamentary Assembly. From 2016 to 2019, she served as Estonia’s Minister of Economic Affairs and Infrastructure.

Speaker
Director of Economic Trends at Funcas and of the Funcas Europe Observatory; Associate Professor at IE University; and adviser to the European Commission on labour market issues. From 2007 to 2016, he headed the Research Department of the International Labour Organization (ILO). He previously worked as an economist in the OECD Economics Department, drafting country macroeconomic surveys, including for Spain, and later served as Head of the Employment Analysis and Policy Division. He holds a Master’s degree and a Diploma of Advanced Studies in Mathematical Economics (Université Paris I), as well as a Master’s degree in Political Science (IEP Toulouse).
He is also highly active in the field of the energy transition and its economic and labour-market impact, taking part in projects and working groups focused on analysing the macroeconomic implications of decarbonisation, industrial transformation and labour-market adaptation to new energy models. Through Funcas and Funcas Europe, he promotes research on the challenges and opportunities of the green transition in Spain and across the European Union, contributing public policy recommendations and collaborating with national and international institutions on the design of just transition strategies. He is a regular contributor of opinion pieces to El País.
